count on と count out
count on は「〜を頼りにする・当てにする」、count out は「〜を除外する／お金を数えて出す」。信頼を置くか、輪の外に出すかの違いです。

count on と count out はどちらも count の比喩用法ですが、on の「相手の上に信頼を置く」イメージと out の「数え終えて外に出す」イメージで、方向が正反対です。

count on の使い分け
count on は「相手が確実にそうしてくれると信頼して当てにする」という意味で、"I'm counting on you to finish this by Friday." のように使われます。count on it（それは間違いない）という定型句としても頻出します。
count out の使い分け
count out には2つの主な意味があります。1つは「（人を）活動から除外する」（If you're going hiking in the rain, count me out）。2つ目は文字どおり「（お金などを）1枚ずつ数えながら手渡す」（She counted out $50 in small bills）。また「（対戦相手が）成功しないと決めつける」（Don't count him out of the race yet）という意味もあります。
使い分けの手がかり
count on は rely on／trust に置換でき、相手への信頼を積極的に置く動作です。count out は exclude／count individually に置換でき、対象を仲間や勘定の輪から外へ出す動作です。「頼る」話か「外す・数えて渡す」話かで区別します。
なぜ直訳で読み解けないか
on は「相手の存在の上に自分の期待を積み重ねて置く」イメージなので、count on は信頼して頼ることを表します。out は「対象を数え終えて枠の外側へ出す」イメージなので、count out は人を活動の輪から除外することにも、お金を1枚ずつ数えて外へ差し出すことにも広がります。
よくある誤用
You can count me out on this project — I'll definitely help.（誤・意味が逆）。参加するなら count me on this... とはあまり言わず、通常は You can count on me. のように使う。count out は「参加しない」の意味になるため、協力の意思表示には count on を使う。Please count on the change before handing it over.（誤）。お金を数えるのは count out。count on にお金を数える意味はありません。まとめ
